Our Client has been contracted by a top tier defense firm to assist with staffing a brand new contract opportunity and we are seeking a Program Manager. The opportunity is working with  The National Archives current Electronic Records Archive (ERA) System for Federal electronic records, by way of modification and refactoring of current capabilities, as well as the establishment of new capabilities in order to fulfill the agency’s mission amidst changes in technology, policy, and growth of digital materials. The Program Manager works in conjunction with the Solution Architect, the Lead Developer and the Test Lead to manage and oversee delivery of ERA solutions. This position’s primary responsibility is to perform all project management activities required throughout the full system lifecycle.
Primary Responsibilities include:
  • Develop and maintain a project management plan
  • Establish, document, and communicate PM processes and procedures for that align with NARA expectations and enable effective team performance
  • Manage a cross- functional team that includes senior and junior business analysts, architects, developers, testers, technical writers, SMEs, and any other staff required to implement ERA BOM
  • Schedule, plan, and conduct recurring and/or other meetings as necessary
  • Perform all duties related to planning, execution, monitoring, controlling and reporting for this project
  • Initiate and participate in frequent communications with customers and stakeholders across multiple NARA organizations
  • Facilitate reviews and deliver required SDLC documentation
  • Develop and deliver status reports according to the format, tools, procedures and schedule required by the contract and to deliver on the contract successfully
  • Perform all risks and issues management activities
  • Perform release management planning, sprint planning, and reporting activities
  • Ensure defects are resolved, tracked, and managed to closure
  • Performs Project Team Lead duties for the SAIC resources
Location: College Park Maryland, Customer site.

Limited ability to Telework with consent of the customer.

  • Must be able to obtain a minimum security clearance (NACI)

  • Bachelor degree.
  • Minimum 10 years relevant hands-on experience in a program management role on SW Development programs that focused on refactoring applications.
  • Experience managing teams of 5 or more contracting staff.
  • Agile and Scrum experience, highly desirable.
  • PMP-certified.
  • Strong communication skills (speak and write fluent English) and experience interacting with senior leaders within an organization.
  • Strong skills in the following key areas: strategic thinking, multitasking, conflict management, time management, planning and executing a defined plan.
  • Hands-on experience creating monthly reports like the ones outlined in this Task Order.
  • Familiarity with Section 508 standards and verification methods for those standards.

Desired experience:
  • Experience with Government security requirements (e.g. NIST, FedRAMP, RMF process)
  • Experience with Software Configuration Management, Release Management, Quality Management, Documentation Management, Change Management
  • Managed development projects for records management organizations
  • Managed full lifecycle development projects with COTS integration
  • Familiarity with NARA’s ERA system
