Program Manager

Norfolk, VA

Duties:

Serves as the Contractor's primary contract manager and shall be the Contractor's authorized interface with the Government Contracting Officer (KO), the contract level Contracting Officers Representative (COR), Government management personnel and customer agency representatives. Responsible for formulating and enforcing work standards, assigning Contractor schedules, reviewing work discrepancies, supervising Contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Identify potential risk and problem areas and provide recommended solutions. Direct efforts of cross-competency team(s) to include contractors at multiple locations. Serve as the primary interface and point of contact with Government customer program authorities and representatives on technical and program/project issues. Regularly brief senior leadership on program status and milestones. Oversee contractor personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress. Manage acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to defined contractual requirements. Shall be responsible for the overall contract performance. Manages the activities of staff including first-level managers, supervisors, subject matter experts and/or individual contributors to ensure effective operational performance and client satisfaction on client projects. Identification and development of methods that improve the effectiveness and efficiency, and reduce the cost of, management processes by drawing from Government lessons learned, using survey questions, and examining best practices utilized by other organizations.

Oversees and maintains an effective program workforce through active recruiting, selecting, orienting, coaching, counseling, and communicating team expectations.

Meets financial objectives by forecasting, maintaining program budget, scheduling expenditures, analyzing variances, and initiating corrective actions.

Performs compliance and performance audits, identifies trends, recommends improvements, implements tactical and strategic change.

Works with Task and Leads to achieve client objectives by contributing information and recommendations to strategic plans and reviews, preparing and completing action plans, implementing quality standards, and removing barriers on critical paths. Develop and maintain metrics depicting the effectiveness of program/projects and associated processes.

Updates job knowledge by participating in educational opportunities, keeping up to date with relevant publications, maintaining personal networks, and participating in professional organizations.

Explores opportunities to add value to program accomplishments. Manages subcontractors and partner relationships; works with contracts department in defining work scope, work share, and required skills; participates in negotiating rates for individual resources.

Qualifications:

A Master's degree (MS/MA) from an accredited college or university in an applicable Engineering, Mathematics, or Business discipline desired. BA/BS degree from an accredited college or university in an applicable Engineering, Mathematics, or Business discipline. A minimum of ten (10) years of program management experience with Navy Weapon/Combat Systems and associated equipment.

U.S. Citizenship required.

Skills and Abilities:

Project Management Professional (PMP) and/or DAWIA Level III Certification in Program Management desired.
